Heritage Park Apartments crisis: NAACP demands Minneapolis take action

The City of Minneapolis is moving toward a multi-million dollar rescue effort for the Heritage Park Apartments following an intense campaign led by the NAACP and local residents. For months, tenants have sounded the alarm over harrowing living conditions, describing homes plagued by mold, pest infestations, and sweltering indoor temperatures during recent heat waves. Some residents reported seeing animals inside their dwellings and facing persistent water damage, sparking widespread outrage and calls for the resignation of the Minneapolis Public Housing Authority director.

In response to the mounting pressure, the MPHA Board of Commissioners voted Wednesday to approve a six million dollar investment aimed at stabilizing the complex. Half of those funds are earmarked for immediate necessities such as utility payments, insurance, and essential building maintenance to cover current operating shortfalls. The remaining three million dollars will be set aside via a 2027 housing levy to seed a much larger restoration project. Officials estimate that fully renovating the aging infrastructure, including plumbing and electrical systems, could eventually cost between fifty five and sixty five million dollars.

The path to these repairs has been complicated by a messy legal battle over ownership. While MPHA owns the land beneath Heritage Park, it hasn’t actually operated the buildings since they were first constructed. After years of neglect, a Hennepin County court stepped in last December to remove the former owner from control and appoint a third party receiver to manage the site. MPHA Director Abdi Warsame stated that while his agency has spent twelve million dollars at the site since 2022, there had previously been limited political will from other entities to invest meaningfully in the community until now.

Despite the newly approved funds, advocates remain focused on urgency rather than promises. Along with requests for long term stability, activists are pushing for swift action on two point five million dollars already allocated for resident relocation to get families out of uninhabitable units immediately. The financial plan must now pass through the Minneapolis Board of Estimate and Taxation during a September ninth presentation before the money can flow into the complex where hundreds of work orders still remain open.
